Selling an HDB flat without an agent

Checked against official sources on 18 October 2026. This is general information, not legal or financial advice: rules change, so check the linked source before you sign anything.

HDB's process is built so that owners can sell on their own: every step runs on the HDB Flat Portal (its "My Flat Dashboard"), which also checks eligibility before anything is signed.

Before you list

Step by step

  1. Register an Intent to Sell on the HDB Flat Portal. HDB gives a first assessment of your eligibility. You must wait at least 7 days after registering before granting an option, and it must still be valid when you submit the resale application. HDB's Option to Purchase form is downloaded from here: it is the only contract allowed, and any other agreement on the sale is void.
  2. Set a price and list the flat. Look at what flats of the same type in your block and street sold for (each HDB town's page lists its blocks: find a town). HDB's own Resale Flat Listing service (launched in 2024 as a free service) needs a valid Intent to Sell; only buyers logged in with a valid HFE letter can see your contact details or book a viewing, and a viewing request you do not answer within 3 days expires. You can also list elsewhere.
  3. Viewings and offers. Before granting an option, check the buyer has a valid HFE letter (HDB requires it) and is within the quota. Agree the price, the option fee and the exercise fee, and roughly when each of you will submit the resale application.
  4. Grant the Option to Purchase. Use HDB's form unchanged and sign the English version; every owner signs. The option fee is $1 to $1,000 (never $0), and the option fee and the later exercise fee together, the deposit, are at most $5,000. The option stays open for 21 calendar days and expires at 4 pm on the 21st day; you cannot sell to anyone else in that time. Declare the true price: side agreements, including extra payments while waiting for completion, are not allowed. Furniture and fittings can go on the form's optional inventory list.
  5. The valuation. A buyer using CPF or a loan must submit a Request for Value by the next working day. If HDB sends a valuer, let them in within 3 working days. The value is usually ready within 10 working days; it sets how much CPF and loan the buyer can use, so any part of the price above it the buyer pays in cash.
  6. The buyer exercises the option by signing the acceptance, delivering it to you (or to someone you authorise on the form) and paying the exercise fee. From then on it is a binding contract. If the buyer lets the option lapse instead, you keep the option fee.
  7. The resale application. Each side submits its part on the portal, at the time you agreed; then both endorse the resale documents and pay the fees. Here you choose whether HDB or a private lawyer acts for you.
  8. Approval and completion. Completion is about 8 weeks after HDB accepts the application. It cannot be brought forward, and can be put back only if buyer and seller ask together. You hand over the keys at the completion appointment.
